Overview

ORAU is seeking a Fully Remote, Senior Advisor, State-Based and Rural Health Initiatives/Models Subject Matter Expert to work with CMMI as an ORAU employee. This exciting work will last one or more years, and the successful candidate will become a temporary employee of ORAU assigned to the Centers for Medicare and Medicaid Services Innovation (CMMI). This position is up to 12 hours per week.  

 

CMMI was established by Congress in 2010 to identify ways to improve health-care quality and reduce costs in the Medicare, Medicaid, and Children’s Health Insurance (CHIP) Program. Following this charge, CMMI, through its models, initiatives and Congressionally-mandated demonstrations, has accelerated the shift from a health care system that pays for volume to one that pays for value. CMMI models are also researching and testing different approaches to innovative information technology systems which are essential to supporting this value transformation.

Responsibilities

The successful candidate will be a senior-level executive with 10+ years of experience leading state-level health and human services agencies. S/He will utilize this experience to help CMMI to cultivate alliances across states and locales and to navigate, better understand and anticipate states’ perspectives on a wide range of issues relevant to CMMI models and initiatives. The successful candidate will also help model teams to incorporate Medicaid into CMMI model tests.

  • Utilize his/her experience leading statewide health and human services agencies to provide CMMI with technical and strategic advice on a wide-range of state-issues.
  • Provide strategic advice to CMMI to help conceptualize an overarching rural health strategy that includes policies focused on aiding the most vulnerable, high-risk populations (e.g., those served by Medicaid).
  • Support model, initiative development and strategy for state-based and rural heath initiatives in CMMI models.
  • Help CMMI to identify pathways to navigate the challenges and constraints of an evolving health-care sector with a specific focus on rural health and state-based issues.

Qualifications

  • Ph.D. in Public Policy or related field OR MD. 
  • 10+ years experience with recommendations for rural health and state-based policies and strategy development.
  • Must have senior leadership experience leading state health and human services agencies/programs.
  • Must have regulatory compliance experience for federal, state or local programs.
  • Must have experience working on Medicaid programs.
  • Must have experience building and cultivating relationships with program stakeholders.
